The Northern Luzon (Regions 1, 2 and Cordillera Administrative Region) Training of Trainers and Institutionalization Workshop was launched on October 17-21, 2016 at Paragon Hotel, Baguio City.
The activity aimed to develop a local pool of trainers on the subject of human rights promotion and protection. There were sessions on Basic Concept and Principles of Human Rights, the IPSP "Bayanihan” of the AFP, Human Rights-Based Policing of the PNP, Human Rights Defenders, selected Human Rights laws (Anti-Torture Law, Anti-Enforced Disappearance Act, International Humanitarian Law), selected procedures (Arrest, Search & Seizure, Detention with Custodial Investigation), and remedies (Administrative Remedies in the AFP, Administrative Remedies in the PNP, National and International Remedies, and Special Judicial Remedies).
There were also sessions on creating an effective training and Popular Education techniques, after which the participants were made to simulate (Demonstration Teaching) selected sessions. The last part was planning for future steps.
This is an activity under the “Community-based Dialogue Sessions on Human Rights Promotion and Protection between the Armed Forces of the Philippines and the Philippine National Police, and Civil Society Organizations and Local Communities” Project, a collaboration among the Commission on Human Rights (CHR), the Armed Forces of the Philippines (through the AFP Human Rights Office and the J7), the Philippine National Police (through the PNP Human Rights Affairs Office), the Ninoy and Cory Aquino Foundation (NCAF), the Philippine Alliance of Human Rights Advocates (PAHRA), and the Alternative Law Groups (ALG), with support from the Hanns Seidel Foundation of Germany.
