The Training of Trainers (TOT) on Economic, Social and Cultural Rights (ESCR) for Region 10 was conducted on September 9-13, 2019 at the VIP Hotel, Cagayan de Oro City.
Session 1 covered the Context and Background (facilitated by Atty. Normita Batula), while Session 2 focused on Specific Roles, Rights and Obligations under ESCR. There were several presentations under Session 2: the UN Sustainable Development Goals (facilitated by Mr. Aaron Cayabyab of CHR); the Regional Development Plan 2017-2022 and the Role of the Security Sector (facilitated by Ms. Cathy Delarita, Senior Economic Development Specialist, NEDA 10); the DSSP Kapayapaan (facilitated by Lt. Col. Eduard Esquivias of the AFP Human Rights Office), and; ESCR-Related Policies & Programs of the Philippine National Police (facilitated by PMSG Jude Vallecera of PNP PRO X).
For the ESCR Thematic Sessions: Session 3 was on Agrarian Reform (facilitated by Mr. Jared Lagahit of KAISAHAN), Session 4 was on Mining (facilitated by Atty. Gian Miko Arabejo of ALG); Session 5 was on Indigenous Peoples (facilitated by Atty. Gian Miko Arabejo of ALG), and; Session 6 was on Labor (facilitated by Atty. Alex Tejerero of SALIGAN).
The next sessions focused on enhancing the skills of the participants as trainers: Session 7 was on Popular Education and Facilitation Techniques; Session 8 was on Creation of Lesson Plans and Demonstration Teaching of Selected Modules, and; Session 9 was an initial planning to strengthen the local Core Group. Session 10 was on Monitoring & Evaluation of the CBD Project.
This is an activity under the “Community-Based Dialogue Sessions on Human Rights Promotion and Protection” Project, a project jointly implemented by the ALG, the Commission on Human Rights (CHR), the Armed Forces of the Philippines (through the AFP Human Rights Office), the Philippine National Police (through the Directorate for Human Resources and Doctrine Development-Training Service/Regional Specialized Training Units/DHRDD-TS/RSTUs and the Human Rights Affairs Office/HRAO), the Philippine Alliance of Human Rights Advocates (PAHRA), with support from the Hanns Seidel Foundation of Germany (HSF).
