The Training of Trainers (TOT) on Economic, Social and Cultural Rights (ESCR) for Region 6 was conducted on July 15-19, 2019 at The Mansion Iloilo at Iloilo City.
Session 1 looked at the Context and Framework (facilitated by Mr. Rene Clemente of ALG), while Session 2 focused on Specific Rights and Obligations, Roles and Responsibilities under ESCR. Under Session 2, there were several presentations: the UN Sustainable Goals (by Ms. Joanna Sta. Iglesia and Mr. Aaron Cayabyab of CHR); the Philippine Development Plan 2017-2022 and Ambisyon Natin 2040 (by Ms. Ma. Lourdes Miado of NEDA Region 6), and; the DSSP Kapayapaan (by Maj. Michael Victoria of 62nd IB).
Next were the ESCR thematic sessions: Session 3 was on Agrarian Reform (facilitated by Mr. Jared Lagahit of KAISAHAN); Session 4 was on Labor (facilitated by Atty. Shyla Dumalasa of SALIGAN); Session 5 was on Indigenous Peoples (facilitated by Atty. Gian Miko Arabejo of ALG), and; Session 6 was on Mining (facilitated by Mr. Arjay Barrios of LRC).
Next came the sessions on enhancing the skills of the participants as trainers: Session 7 was on Popular Education and Facilitation Techniques (facilitated by Mr. Rene Clemente of ALG); Session 8 was on Creation of Lesson Plans and Demonstration Teaching of Selected Modules, and; Session 9 was initial planning for strengthening of the local Core Group. Session 10 was a session on Monitoring & Evaluation of the CBD Project.
This is an activity under the “Community-Based Dialogue Sessions on Human Rights Promotion and Protection” Project, a project jointly implemented by the ALG, the Commission on Human Rights (CHR), the Armed Forces of the Philippines (through the AFP Human Rights Office), the Philippine National Police (through the Directorate for Human Resources and Doctrine Development-Training Service/Regional Specialized Training Units/DHRDD-TS/RSTUs and the Human Rights Affairs Office/HRAO), the Philippine Alliance of Human Rights Advocates (PAHRA), with support from the Hanns Seidel Foundation of Germany (HSF).
