The “TRAINING ON ECONOMIC, SOCIAL AND CULTURAL RIGHTS (ESCR) FOR NORTHERN MINDANAO” was held on June 26-29, 2018 at the N Hotel, Cagayan de Oro City.
After the Opening Program, there was a session on ESCR Context and Framework, facilitated by Ms. Tracy Pabico (PAHRA). The next session was a thematic session on Indigenous Peoples, facilitated by Mr. Rande Bayate (SILDAP).
This was followed by a session on Specific Rights and Obligations, Roles and Responsibilities on ESCR, where there were four presenters: 1) The United Nation’s Sustainable Development Goals by Ms. Christa Balonkita (CHR, Policy Advisory Office); 2) The Philippine Development Plan 2017-2022 and the AmBisyon Natin 2040 by Ms. Peleta Alejo (NEDA Region X), and the Development Support and Security Plan “Kapayapaan” by Capt. Emily Sala (AFP Human Rights Office).
This was followed by a thematic session on Labor, facilitated by Atty. Francesca Lois Sarenas (SALIGAN Mindanao). This was followed by an additional session on Agricultural and Farm Workers, by Atty. Karl Marx Carumba (IDEALS). The third thematic session was on Agrarian Reform, facilitated by Mr. Francisco Pandan, Jr (KAISAHAN).
The last sessions were on Planning, and Monitoring & Evaluation/Coordination.
There was a Regional Policy Dialogue on June 29, where Mr. Edward Bhagwani of the DILG RX gave a presentation on “Federalism 101.”
These activities are part of the “Community-based Dialogue Sessions on Human Rights Promotion and Protection” Project, which is being jointly implemented by the ALG, the Commission on Human Rights (CHR), the Armed Forces of the Philippines (through the AFP Human Rights Office), the Philippine National Police (through the PNP Directorate for Human Resource and Doctrine Development and the Human Rights Affairs Office), the Philippine Alliance of Human Rights Advocates (PAHRA), with support from the Hanns Seidel Foundation of Germany.
