The Region 4-A Institutionalization-Localization Workshop was held on August 24-25, 2017 at the Diamond Hotel in Lucena City.
Atty. Marlon Manuel (ALG National Coordinator) gave the Project Overview and Orientation on the Dialogue Sessions. Ms. Brigette Hopinado (CHR R4-A) gave the Overview of Human Rights Principles, with focus on ESCR. Ms. Rose Trajano (PAHRA) presented the United Nations Concluding Observations on the Combined 5th and 6th Periodic Reports to the Philippines (October 2016).
This was followed by a presentation on the DSSP “Kapayapaan” of the AFP (by Major Eduardo Esquivias, AFP HRO), the PNP and ESCR (by PSupt Bogard Arao of PRO 4-A), and the ESCR Programs of the CHR (by Ms. Brigette Hopinado of CHR 4-A). There were also presentations on the roles of the AFP Human Rights Officers (Maj. Ed Esquivias) and PNP Human Rights Officers (PSupt Bogard Arao), as well as the CHR Commission En Banc Resolution on the Community-Based Dialogues (Brigette Hopinado). Lastly, plans were formulated to identify ESCR issues in the different provinces of Region 4-A, and how to address them.
Ms. Tracy Leaño (formerly of PhilRights) gave some reactions on the formulated plans. Also, Lucas Artin Barth (Hanns Seidel Foundation intern), shared his experiences as a military man in Germany, and the differences he observed between the military of the Philippines and Germany. Mr. Alvin Olanday (NEDA R4-A) shared about Ambisyon Natin 2040, which guides the development planning process in the Philippines.
The workshop is an activity under the “Community-based Dialogue Sessions on Human Rights Promotion and Protection” Project, which is a collaboration among the Alternative Law Groups (ALG), the Commission on Human Rights (CHR), the Armed Forces of the Philippines (through the AFP Human Rights Office), the Philippine National Police (through the PNP Human Rights Affairs Office), the Philippine Alliance of Human Rights Advocates (PAHRA), with support from the Hanns Seidel Foundation of Germany.
