In celebration of International Humanitarian Law (IHL) Week, a Top Level Policy Dialogue, entitled “Prospects for Peace Under the Duterte Administration” was held on August 11, 2016 at the Sulo Riviera Hotel.
The guest speaker was Col. Dickson Hermoso (Assistant Secretary, Office of the Presidential Adviser on the Peace Process).
He talked about the Peace and Development Roadmap of the Duterte Administration, beginning with the President’s statement made during the State of the Nation Address (SONA): “on the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms.” He also discussed the 6-Point Peace and Development Agenda of the current administration, as well as the Bangsamoro Peace and Development Roadmap and the Peace Roadmap with Communist Insurgents.
A Panel of Reactors, composed of Brigadier General Erick Parayno (Commander, Civil Relations Service, AFP), Ms. Karen Tañada (Executive Director, Gaston Z. Ortigas Peace Institute), and Ms. Ma. Karina Limpiado (Peace and Networking Program Officer, Sulong CARHRIHL), gave their responses after the presentation, which was followed by an Open Forum.
The Top Level Policy Dialogue an activity under the “Community-based Dialogue Sessions on Human Rights Promotion and Protection” project, a collaboration between the Commission on Human Rights of the Philippines (CHRP), the Armed Forces of the Philippines (through the AFP Human Rights Office), the Philippine National Police (through the PNP Human Rights Affairs Office), the Philippine Alliance of Human Rights Advocates (PAHRA), the Ninoy and Cory Aquino Foundation (NCAF), the Alternative Law Groups (ALG), with support from the Hanns Seidel Foundation of Germany.
